ISLAMABAD: In a major development in the National Insurance Company Limited (NICL) multi-billion rupee corruption saga, the Federal Investigation Agency (FIA) has traced the trail of kickbacks in settling loans to federal commerce minister Makhdoom Amin Fahim.
Deputy Director FIA, Karachi, Altaf Hussain told the National Assembly Standing Committee on Commerce that in the ten acre Korangi Land deal struck at Rs 900 million, the FIA has unearthed Rs 300 million kickbacks. The NICL purchased land from Khalid Anwar above market rates and NESPAK has worked out that Rs 487.4 million were paid over and above rates out of which Rs 300 million were given as kickbacks, he added.
He said the proceeds were traced to 19 accounts, one of them jointly owned by Makhdoom Ameen Fahim and Jaliluzaman. He said an amount of Rs 24.44 million was transferred to the joint account for settling an outstanding loan.
“The FIA has touched Makhdoom Ameen Faheem and asked him to explain how the money was transferred to his account”, said Altaf Hussain, adding, “He has sought time to reply”.
Hussain said Khalid Anwar struck the deal through Khawaja Akbar who was the front man of Ayaz Niazi.
The NICL purchased five properties from September 2009 through February 2010 at a price of Rs five billion.
Transparency International Pakistan blew the whistle in May 2010 and wrote a letter to the Supreme Court resulting in the arrest of NICL Chairman Ayaz Niazi followed by arrest of other Board members, front men and alleged beneficiaries, including Moonis Elahi.
“Our investigation shows that out of Rs five billion there was an embezzlement of Rs 2.42 billion”, said the FIA official.
Hussain said Khalid Anwar, the seller of the property, through his lawyer has offered to return Rs 490 million in installments in five years with interest. He said the FIA has not made any objections over the but that it was up to the court to on whether it accepted the offer or not.(http://tribune.com.pk/story/171912/f...se/?print=true)
